Ecological degradation is the depletion, contamination and structural damage of the natural systems on which social life rests — soils, aquifers and rivers, forests and grasslands, the atmosphere, and the diversity of species and genetic material. What makes it sociological rather than merely biophysical is that the damage is produced by patterned human activity, is distributed unequally across groups, and is registered differently depending on who bears it. A drying aquifer is a hydrological fact; whose wells fail first, who can afford a deeper borewell and who must migrate is a social one.

The concept is best used to name a process rather than an event. Degradation is typically cumulative and slow, its thresholds invisible until crossed, and its costs displaced onto people and places distant in space or time from those who benefit. This is why it eludes both the market, which prices no unowned good, and the ordinary political calendar. Sociologically, degradation is the material residue of a particular way of organising production, property and consumption.

Against the population explanation

The most common lay account treats degradation as an arithmetical consequence of numbers: more people, therefore more pressure on land, water and forest. This Malthusian framing survives in policy language and deserves careful rejection rather than dismissal. Numbers do matter at the margin, but they explain very little of the variation, for three reasons. First, per capita resource use differs by orders of magnitude between classes and between countries, so a small affluent population can consume and pollute far more than a large poor one. Second, the form of technology determines impact independently of scale — canal irrigation, tubewell irrigation and tank irrigation with the same population produce quite different water tables. Third, property and access regimes decide whether a resource is husbanded or plundered: Garrett Hardin's tragedy of the commons, often cited here, actually describes an open-access free-for-all, and Elinor Ostrom's work showed that genuine commons with defined membership, rules and sanctions are frequently managed sustainably. The historical Indian record of village grazing lands, sacred groves and community tanks supports her rather than him. Degradation in India accelerated when such regimes were dismantled, not because they were crowded.

Gadgil and Guha: omnivores, ecosystem people and ecological refugees

The most influential Indian formulation belongs to Madhav Gadgil and Ramachandra Guha. In This Fissured Land they wrote an ecological history of the subcontinent, arguing that colonial forest law — the state monopoly consolidated by the Indian Forest Acts and the creation of reserved forests — replaced diverse local systems of use and restraint with centralised extraction for railways, shipbuilding and revenue, and criminalised customary practice in the process. Independent India, they contended, inherited the apparatus and intensified it in the name of development.

In Ecology and Equity they offered the analytical categories most useful in an examination answer. Omnivores are those who can command resources from anywhere — the urban and rural rich, industry, irrigated commercial agriculture, the state apparatus — and who consequently do not experience the degradation they cause. Ecosystem people depend directly on the resources of their immediate locality: small cultivators, forest dwellers, pastoralists, artisan fishers. When the resource base of ecosystem people is appropriated or destroyed, they become ecological refugees, displaced into urban slums and casual labour. The argument is therefore not that poverty causes degradation but the reverse: that degradation is driven by the omnivores' appropriation and impoverishes those least responsible for it. Gadgil and Guha added the notion of omnivore–ecosystem people relations mediated by the state, which subsidises the former's access to land, water, power and minerals.

Indian illustrations

Groundwater depletion is the country's gravest environmental problem and a textbook case of a social mechanism. Because water under a plot is legally treated as belonging to the landowner, extraction is limited only by pumping capacity; subsidised or free electricity for agricultural pumps removes the cost of running deeper; and each new deep borewell lowers the table for shallower neighbours. The result is a competitive race in which large farmers extend their tubewells and smallholders lose access altogether. The Central Ground Water Board has classified a substantial number of assessment units as over-exploited, concentrated in the north-west and parts of the peninsula.

The green revolution illustrates degradation produced by a technological package rather than by numbers. Its high-yielding varieties required assured water, heavy nitrogen application and pesticides, and its economics favoured continuous monoculture — a wheat–paddy rotation in Punjab and Haryana in place of diverse cropping. The documented ecological consequences include falling water tables, soil salinity and waterlogging in canal command areas, micronutrient deficiency, loss of indigenous crop and livestock varieties, pesticide residues in water and food, and, more recently, air pollution from stubble burning driven by the short window between harvest and sowing. Vandana Shiva made this the subject of a sustained critique, treating the package as a violence done to both ecology and cultivator autonomy; critics reply that she understates the gains in food security and overstates the sustainability of the displaced systems.

Deforestation and forest degradation in India have followed dam submergence, mining leases, plantation monocultures replacing mixed forest, and encroachment, with the Western Ghats, central Indian tribal belt and north-eastern hills most affected. Official assessments distinguish forest cover from forest quality, and plantations can hold cover constant while biodiversity collapses. Urban air and water pollution completes the picture: particulate loads in the Indo-Gangetic plain during winter, untreated sewage and industrial effluent in the Yamuna, Ganga, Damodar and Bellandur, and the concentration of exposure among those who live and work outdoors near the sources — rickshaw pullers, street vendors, construction and sanitation workers.

Environmentalism of the poor

Because degradation in India strikes livelihoods directly, environmental protest here has rarely been about wilderness or amenity. Ramachandra Guha and Joan Martinez-Alier named this pattern the environmentalism of the poor: movements in which ecological claims are simultaneously claims about subsistence, dignity and control over resources. The Chipko agitation in the Garhwal Himalaya opposed commercial felling in favour of local use rights; the Narmada Bachao Andolan contested submergence and resettlement; Appiko in Karnataka, the fishworkers' mobilisation against trawling on the Kerala coast, Silent Valley, and campaigns against bauxite mining in Odisha follow the same logic. Amita Baviskar's study of the Narmada valley complicated the romantic reading, showing that the interests of Bhil cultivators, activists and the wider movement did not always coincide, and that community was itself internally divided. Bina Agarwal added the gender dimension, arguing against essentialist ecofeminism that women's distinctive environmental interest arises from their material responsibility for fuel, fodder and water — a position she called feminist environmentalism.

The limits of technical and market solutions

Two families of remedy dominate policy. Technical fixes — drip irrigation, efficient stoves, effluent treatment plants, higher-yielding varieties, cleaner fuels — are necessary but subject to the rebound problem: efficiency gains that lower the unit cost of a resource often raise total use, as when drip irrigation permits an expansion of irrigated area rather than a saving of water. They also tend to be adopted first by those with capital, widening the gap they were meant to close. Market instruments — pollution pricing, tradable permits, payment for ecosystem services, compensatory afforestation levies — presuppose measurable boundaries, enforceable rights and a regulator able to withstand pressure, and they translate incommensurable losses into money. When a sacred grove, a fishing ground or a river valley is compensated at market value, what is compensated is the exchange value of a resource, not the loss of a way of living, which is why affected communities so often reject the calculation.

The sociological conclusion is that degradation is a problem of institutions and distribution. Remedies that have worked in India — joint forest management where genuinely devolved, the recognition of community forest rights under the Forest Rights Act, watershed programmes with village-level rules, tank and pasture restoration by user groups — share the feature that they restore rule-bound collective control to the people who bear the consequences.

Illustrate with groundwater and the green revolution belt, which let you show a precise mechanism rather than a general lament, and add urban air and water pollution to show exposure is class-patterned. Close with environmentalism of the poor — Chipko and Narmada, with Baviskar's and Agarwal's qualifications — and with the rebound and commensurability limits of technical and market fixes, arguing for institutional and distributive remedies.
