The scientific method is not a body of knowledge but a procedure for producing and correcting it: the disciplined movement from a defined problem, through systematic observation, to a hypothesis stating an expected relationship, to testing against evidence capable of contradicting it, and finally to generalisation — a statement holding beyond the particular cases examined. Its distinguishing feature is not certainty but checkability: every step is made public so that others may repeat, extend or refute it.

What makes a discipline scientific, on this understanding, is the logic of enquiry it follows rather than the subject matter it studies or the instruments it uses. That claim is what puts sociology's status permanently in question — and what makes the question worth asking, since much of the discipline's methodological self-consciousness has been produced by trying to answer it.

The postulates

Several commitments are usually treated as constitutive of the method. Empirical verification requires that claims be answerable to observable evidence rather than to authority, revelation or introspection alone. Objectivity requires that findings depend on the evidence and not on the investigator's preferences, which is why procedure is specified in advance and reported in full. Reliability requires that repeated application of the same procedure yield the same result, and validity that the procedure measure what it claims to measure. Precision demands that concepts be defined sharply enough to be applied consistently — Durkheim's insistence that the sociologist begin by defining the phenomenon by its external characteristics is precision in this sense. Systematisation requires that findings be organised into a coherent theoretical structure rather than accumulated as isolated facts. Generalisability looks beyond the case to the class. Causal explanation seeks not merely correlation but an account of why the association holds. And ethical neutrality, in Weber's sense, requires that the researcher not smuggle evaluative conclusions into factual reporting.

The case that sociology follows it

The classic demonstration is Durkheim's Suicide. He began by defining his object by external marks, deliberately excluding intention as unobservable. He shifted the unit of analysis from the individual act to the social suicide rate, a collective phenomenon stable enough over time to require a collective explanation. He then tested rival hypotheses against official statistics, eliminating race, climate, heredity and insanity as inadequate to the observed variation. Comparison of rates across religious confessions, marital and family situations, and periods of political turbulence yielded regularities — Protestants above Catholics, the unmarried above the married, the childless above parents, turbulence depressing the rate — which he unified under two variables, integration and regulation, and four resulting types. Hypothesis, systematic comparison, elimination of alternatives, causal generalisation: the sequence is textbook.

Robert Merton's programme of middle-range theory made the same case structurally. Rather than pursuing a total system, sociology should build limited propositions close enough to observation to be tested and general enough to be theoretically interesting — the model of a maturing empirical science rather than a philosophy of history.

The difficulties peculiar to social science

Yet the transfer is genuinely imperfect, and the reasons are not merely practical.

The observer is part of the observed. A sociologist studying caste, class or religion belongs to that order, has been formed by it, and cannot occupy the external vantage a chemist enjoys over a solution. Objectivity therefore becomes a matter of disciplined reflexivity — declaring one's position, exposing method to scrutiny — rather than of detachment.

Meaning and subjectivity constitute the object rather than accompanying it. Two physically identical acts may be different social acts because the actors mean different things by them; the same hand movement is a greeting, a bid or a signal. A method that records only external behaviour records the wrong object, which is the substance of Weber's demand that explanation be supplemented by verstehen — interpretive understanding of the subjective meaning actors attach to their conduct.

Experiment is severely limited. Societies cannot be assigned to control and treatment groups, variables cannot be held constant, and the most interesting conditions — famine, migration, revolution, reservation policy — cannot be manufactured. Sociology substitutes the comparative and statistical methods, which control variables analytically rather than physically, at some cost in inferential power.

Reactivity afflicts measurement. Human subjects know they are being studied and alter their conduct accordingly, whether to please the researcher, to protect themselves, or from the mere fact of attention — the phenomenon named after the Hawthorne investigations. Instruments in the natural sciences do not flatter the scientist, and electrons do not conceal their caste.

Values entangle themselves at every stage except one. Weber conceded that the selection of a problem, the identification of what is worth explaining, and the practical significance attached to findings are all value-relevant; only the conduct of the enquiry and the reporting of results can be held to neutrality. To pretend that topic selection is value-free is itself unscientific.

Causation is complex. Social phenomena are over-determined, involving many interacting causes with feedback among them, and human beings anticipate. A published prediction can alter the behaviour it predicts — Merton's self-fulfilling prophecy — so that in social life a forecast is part of its own subject matter.

The non-positivist reply

A stronger position holds not that sociology falls short of the method but that the method is the wrong one. The neo-Kantian distinction between generalising and individualising sciences, taken up by Weber, held that human conduct requires explanation in terms of reasons and meanings rather than of laws. Peter Winch pushed the argument to its limit: social relations are internal to the concepts of the participants, so understanding a society is closer to mastering a language than to discovering a regularity, and the search for causal laws misconceives the task altogether. Phenomenology and ethnomethodology added that the very facts a quantitative sociologist counts — suicides, crimes, unemployment — are the products of officials' classifying practices, so that statistics measure institutional categorisation as much as social reality. The critical tradition added that a method modelled on the study of nature treats a changeable order as a natural one.

Meanwhile the natural-science model itself was revised. Popper replaced verification with falsification, making science a matter of bold conjecture and severe testing rather than accumulated proof; Kuhn showed observation to be theory-laden and shaped by paradigms; scientific realists relocated explanation in generative mechanisms rather than in constant conjunctions. The gap between sociology and physics narrowed partly because physics turned out to be less like the textbook picture than anyone had supposed.

Is sociology a science?

The defensible answer distinguishes senses of the word. Sociology is not an exact predictive science: it cannot forecast individual conduct, and its generalisations are probabilistic and historically bounded. It is a systematic empirical discipline: it defines concepts, states testable propositions, gathers evidence by public procedures, and revises claims when evidence goes against them. And in its interpretive branch it pursues a distinct form of rigour — the adequate reconstruction of meaning, checked against the actor's own account. The mature position is that sociology employs a plurality of methods matched to a plurality of questions, holding to the discipline of evidence without pretending to the laboratory.

For the UPSC answer

Set out the steps and the postulates first, since questions on this topic reward precision of vocabulary — verification, objectivity, reliability, precision, systematisation, generalisability, causal explanation, ethical neutrality. Use Suicide as the worked example of the method actually being applied, naming the definition, the shift to rates, the elimination of rival causes and the causal generalisation. Then give the peculiar difficulties as a numbered sequence rather than a lament, and separate the practical obstacles from the principled objection that meaning requires a different logic of enquiry. Conclude by distinguishing senses of science, so that the answer neither claims physics nor concedes impressionism.
