That answer is where the sociology begins, and it is also where the sociology has to unlearn its first instinct.

Because the same act — the identical physical behaviour — is deviant in one place and admired in another, punished in one person and ignored in another, criminal in one century and unremarkable in the next. Which means deviance cannot be a property of the act. It is a property of something else, and finding out what is the founding move of the whole field.
