The Enlightenment made society investigable (3.2.1). Within two generations a transformation arrived that made investigation urgent — because it produced a kind of society nobody had lived in before, generating problems for which no existing vocabulary worked.

Contemporaries had a name for the whole cluster. They called it the social question, and sociology is one of the answers.

What actually changed

Six transformations, and it is worth separating them because they are often collapsed.

The factory system. Production moved from households and small workshops, where work was task-oriented and partly self-directed, into large units where power (water, then steam) was centralised and workers came to the machine. The consequence is not merely scale but supervision: work became something performed under continuous observation, to an externally set pace.

Wage labour. People who had held some access to land, tools or customary rights increasingly held only their capacity to work, sold by time. This is the structural fact underlying Marx's entire analysis (4.1) — not poverty as such, but the separation of workers from the means of production.

Time discipline. E. P. Thompson's classic essay showed the transition from task-orientation (work until the job is done, in rhythms set by daylight, weather and custom) to clock-time (work from six to six, with lateness as an offence). Factory clocks, bells, fines for lateness, and — a detail Thompson notes — the significant fact that employers controlled the clock. You met the result in 1.1.3: the guilt you feel at 9

is a nineteenth-century industrial discipline, still installed.

The separation of home and work. Production leaving the household transformed the family. Work became a place you went; the household became a place of consumption and reproduction; and a gendered division emerged in which men's paid labour was economically visible and women's domestic labour was not — the historical root of everything in 8.6 and 9.1.

A new class structure. Not simply rich and poor but a structural relation: those who owned productive property and those who sold labour, plus a growing intermediate stratum of clerks, managers, professionals and shopkeepers whose existence would complicate every subsequent theory of class (8.3).

And a new visibility. Concentration made the condition of the working population legible in a way dispersed rural poverty never was. Which is precisely why it became a "question."

What contemporaries did about it

The responses are as important as the conditions, because several of them are the ancestors of sociological method.

Legislation. A sequence of Factory Acts from the 1830s progressively restricted the hours and ages of child and then women's labour and, crucially, created inspectors — whose reports became a body of systematic evidence that Marx used extensively in Capital.

Sanitary reform. Edwin Chadwick's Report on the Sanitary Condition of the Labouring Population (1842) is a landmark of social investigation, marshalling evidence from across the country and arguing that disease was related to drainage, water supply and overcrowding — and that it was therefore preventable by public works. His figures showing large differences in average age at death between social classes in Manchester were shocking and influential.

A caution about those figures, which are frequently misused. Chadwick reported average age at death by class, not life expectancy at birth or at any age. Because infant and child mortality was enormous and much higher among labourers, these averages are dominated by deaths in the first years of life; a labourer who survived childhood could expect to live far longer than the average implies. The class gradient he identified is real and important; the numbers do not mean what they are usually said to mean. This is 1.4.6's discipline applied to a founding document.

Statistical societies. The Manchester Statistical Society was founded in 1833, London's in 1834, and others followed. Their members — manufacturers, physicians, clergymen, reformers — conducted house-to-house enquiries into education, housing, sanitation and wages. They are the institutional ancestors of the social survey.

Charity, philanthropy and settlements; trade unions, legalised in stages and building the first mass organisations of working people; and socialism in its several varieties, offering a systematic diagnosis and a programme.

Why this made sociology necessary

Three reasons, and they are the answer to "why the nineteenth century."

The old concepts failed. Estate, rank, parish, the deserving and undeserving poor — none of these described a Manchester millhand. New concepts had to be built, and the ones that were built are the classical tradition: class and alienation (Marx, 4.1), anomie and the division of labour (Durkheim, 4.2), rationalisation and bureaucracy (Weber, 4.3), the metropolis and the money economy (Simmel, 4.4).

The problem was systemic and therefore required a science of systems. Individual remedy could not address a condition produced by how production was organised — which is precisely 1.1.1's move from trouble to issue, made by a whole society at once.

And it was politically urgent. 1848 saw revolutions across Europe; the possibility that industrial society would tear itself apart was taken seriously by everyone, and understanding it was not academic.

The global dimension, which is usually omitted

An honest account cannot treat industrialisation as a British or European event with local causes.

The raw material. The Lancashire cotton industry — the leading sector of the first industrial revolution — ran on raw cotton, and by the 1850s the great majority of it came from the American South, produced by enslaved people. Sven Beckert's Empire of Cotton traces this system in detail: the factory and the plantation were parts of one economy, and the capital, credit and shipping that connected them were the same networks.

The market, and its making. Indian cotton textiles had been among the world's leading manufactures, exported across Asia, Africa and Europe. In the nineteenth century Indian handloom weaving contracted sharply while British machine-made cloth captured Indian markets. Historians dispute the relative weight of the causes — mechanised productivity, tariffs and duties that favoured British goods, colonial revenue and trade policy, transport, and the loss of court patronage — and the deindustrialisation debate is genuinely live. What is not in dispute is that the direction of the textile trade reversed within a few decades, and that this was inseparable from colonial rule.

The point for this course. The transformation that produced sociology was not internal to Europe. It was a global reorganisation of production, in which the concentration of manufacturing in one place was connected to its contraction elsewhere, and to enslaved labour in a third. A sociology that theorises "industrial society" without this is theorising one node of a system as if it were the system — which is 6.7's argument, arriving through economic history.

The standard-of-living debate: how to hold contested evidence

A model of intellectual honesty on a question that invites polemic.

Historians have argued for decades about whether living standards for working people rose or fell during early industrialisation. "Optimists" point to long-run growth in real wages and consumption; "pessimists" point to evidence on mortality, height (a good proxy for childhood nutrition), urban conditions, hours worked, and the loss of customary rights and autonomy.

The position most historians now occupy is roughly: real wages stagnated or grew slowly in the first decades and rose more clearly from the 1840s; but average wage series conceal enormous variation, and non-wage dimensions — health, mortality, air, water, hours, autonomy, security — were often worse in the industrial towns. Evidence on average heights suggests a decline for cohorts born in the early nineteenth century, which is hard to reconcile with a simple optimist account.

What to do with this. Say it is contested, say what each side measures, and notice that the disagreement is partly about what counts as living standards — a question about values, not only about data (1.3.3). That is a better answer than picking a side, and it is what 1.5.3 asked of you.

Why it matters

It explains why sociology was invented when it was. Not because people suddenly became curious, but because a society appeared that existing concepts could not describe and existing remedies could not address.

It gives you the origin of the classical concepts. Class, alienation, anomie, the division of labour, rationalisation, the metropolis — every one is a response to what this lesson describes. Part 4 will make much more sense for knowing what its authors were looking at.

It gives you the origin of social research. The statistical societies, Chadwick, Booth's maps, Rowntree's poverty line and the poverty cycle: these are the ancestors of the survey, the indicator and the social indicator report — and they established the principle that a widely held belief about society can be tested and found wrong.

And it establishes the global frame. The transformation was intercontinental, resting on slavery and reorganising production across the world. Any account of "industrial society" that stops at the national border is describing part of a system as if it were the whole — which is the argument Part 6 will make in general.
